Job Description

JOB SUMMARY:

Under the general supervision of the Public Works Division Director, this position is responsible for supervising, planning and directing the daily activities, assigning jobs to employees, and approving departmental purchases for the Transfer Station Department. Also, included are the supervision, implementation, and compliance with all applicable safety rules and regulations.

PRINCIPAL JOB DUTIES:

Supervise transfer station employees, community service workers, or other volunteers/workers. Evaluate personnel, establish performance standards, conduct regularly scheduled performance evaluations to assure that standards are being met, take timely and appropriate disciplinary action up to and including terminations when appropriate.

Oversee the record-keeping for both operational activities and financial requirements as specified by the finance officer. 

Coordinate shipments of recycling materials with processing companies.

Create and maintain transfer station operations budget.

Develop recycling plans and goals to minimize waste and conform to resource constraints.

Implement grant-funded projects, monitoring and reporting progress in accordance with sponsoring agency requirements.

Adhere to all Federal, State, and County policies, procedures, laws and regulations as they pertain to management of assigned area. 

Oversee the implementation of vendor contracts as specified within the individual agreements.

Set priorities for projects - allocate equipment and personnel, coordinate efforts with other departments and agencies accordingly.

Handle complaints, grievances, disputes, as well as review and possibly use ideas by customers, supervisors, and other personnel to exchange information and to resolve issues. 

Enforce safety rules and regulations.

Resolve worker problems, or collaborate with employees to assist in problem resolution.

Review and recommend timely changes in fee structure based on fair market and imposed costs to the County.

Performs other duties as assigned.

MINIMUM JOB REQUIREMENTS:

REQUIRED EDUCATION:  

An Associates degree in Environmental Science or Biology; vocational education w/relevant classes; or related on-the-job experience - minimum 3 years plus required experience listed below.

40 Hour HAZWOPER certification, preferred, required within 3 months of hire. 

OSHA HAZWOPER 8 hr Supervisor certification, preferred, required within 3 months of hire. 

Minimum of 8 hr HHW Collection training from the company contracted to remove the collected waste, required within 3 months of hire. 

REQUIRED EXPERIENCE:

A minimum of three years in the solid waste/recycle industry or related field. Two years or more of supervisory and budget experience. Individual must operate associated equipment at the mastery level.

REQUIRED SKILLS, KNOWLEDGE & ABILITIES:

Must be capable of identifying recycling markets and maintaining a current vendor list.

Must have thorough knowledge of laws, common hazards and safety standards pertinent to solid waste, composting and recycling operations.

Must have a thorough knowledge of solid waste and composting procedures.

Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, coordination of people and resources. 

Must have excellent knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

Ability to accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication; ability to keep customers, subordinates, peers, and supervisors informed; and the ability to listen. 

Exercise independent judgment and critical thought.

Must possess strong interpersonal, decision-making, and management skills

Able to maintain courteous and effective working relationships with the public, County departments, co-workers and other agencies. 

Must be able to read and interpret blue prints, construction drawings and maps.

Must have basic computer skill in word processing and spread sheet data management.

NECESSARY SPECIAL REQUIREMENTS:

Must have valid Colorado Commercial Driver's License - class B with hazardous material, tanker and air brake endorsements

Must Pass a DOT physical.

Must have a working telephone – can be either cell or home phone. 

Must pass initial and all random alcohol & drug tests

Must be vaccinated against Hepatitis A & B, Tetanus, Diphtheria, and Pertussis - subject to exceptions by law

Must pass background check: Criminal & Traffic  Conviction of a crime will not be an absolute bar to employment

Required legal authorization to work - United States citizenship or legal authorization to work in the United States 

POSSIBLE HEALTH RISKS SPECIFIC TO THIS POSITION:

This position has been determined to be an EXTREME exposure risk to "biohazards" associated with blood-borne pathogens HIV (aids), HAV (Hepatitis A) virus, HBV (hepatitis B) virus, and air-borne transmissions of TB (tuberculosis). Members are advised that exposure to a "biohazard" may result in severe illness or death. Members are required by Department policy to use protective equipment and clothing. Inoculation may be required to prevent or treat exposures to "biohazards". The County provides inoculation of HAV, HBV, (Testing for TB) Chickenpox, Tdap (Tetanus, Diptheria, & Pertussis), Meningococcal, MMR (Measles, Mumps & Rubella), and Influenza. Some vaccinations are only required once in a life time, and you may be required to show documentation of the vaccine. Employees who decline to be vaccinated will need to sign a Declination

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:

Work is performed in a variety of environments. Work includes: Extensive periods of walking, standing, driving vehicles, bending, climbing, reaching, lifting, pushing and/or pulling up to one hundred (100) pounds. Employees in this position are exposed to a wide variety of climatic conditions such as cold, heat, rain, snow, wind and dust. Hearing voice conversation is essential to safe and effective job performance. Clear vision at 20 inches or less and up to 20 feet or more, use of corrective eyewear is acceptable.

SUPERVISORY: Instruct, delegate and review the work of lower classified employees.
