We are looking for energized and passionate Residential Counselors to manage basic day-to-day operations at our Permanent Supportive Housing Projects. Residential Counselors assist the individuals living in our supportive housing with their daily needs, with special emphasis on challenges related to severe and persistent mental illness and substance use disorders.

JOB DEFINITION:

The Finance Director will serve as a key member of the directors' team, providing leadership, strategic thinking, and coordination in the finance, budgeting, procurement, and property development/construction accounting activities of the organization.

Under the supervision of the Chief Financial Officer (CFO), the Finance Director is responsible for agency wide budgeting, financial analysis, internal and external financial reporting, real estate development accounting for construction and rehabilitation projects, and procurement. The Finance Director will work closely with the Controller to implement process improvements and resolve accounting errors. This position directly supervises staff in property development accounting, procurement, and financial analysis.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Oversee agency budgeting activities including development of contract, program and the overall agency budget; work in conjunction with CFO to administer and review all financial plans and compare to actual results to identify, explain, and correct variances as appropriate.
  • Manage DESC's centralized procurement functions including writing and administering Request for Proposals (RFPs), reviewing vendor relationships, ensuring compliance with the federal Uniform Guidance regarding procurement, analyzing spending patterns, and verifying purchases are made in the best interest of DESC.
  • Ensure that property development accounting and financial projections related to Low Income Housing Tax Credit (LIHTC) construction projects and other rehabilitation projects are completed accurately and timely.
  • Coordinate audit activity in relation to cost certifications and LIHTC partnership audits and tax returns.
  • Manage property and liability insurance applications and coordinate insurance claim reporting and tracking.
  • Oversee the investments and treasury functions of the agency.
  • Support the CFO in the preparation of accurate and timely monthly financial reports to management, the Board of Directors, LIHTC investors and public funders.
  • Participate in the development and implementation of department level and agency wide policies and procedures and internal controls related to the position's areas of responsibility.
  • Assist CFO in organizational cash flow planning and forecasting.
  • Recruit, mentor, train, manage and evaluate a diverse team, keeping a strong focus on DESC's social service mission.
  • Maintain strong knowledge of DESC personnel policies, procedures, and collective bargaining agreement.
  • Other duties as assigned.
Requirements:

MINIMUM QUALIFICATIONS:

  • Five years of supervisory/management experience in a finance role developing and leading high-performing teams, preferably in a social service non-profit organization.
  • BA in accounting, finance or equivalent degree.
  • Experience managing complex budgets.
  • Thorough understanding of accounting and account reconciliations.
  • Personal qualities of integrity and credibility and a willingness to submit to an in-depth prior employment confirmation and background check.
  • Strong interpersonal and communication skills in support of supervisory and workflow management.
  • Ability to work flexible hours as required by program and staffing needs including evenings or weekends.
  • Technology savvy with advanced knowledge of accounting software and Microsoft Office.
  • Keen analytical, organizational and problem-solving skills which allows for strategic data interpretation versus simple reporting.
  • Strong interpersonal and communication skills; experience in effectively communicating key data, including presentations to senior management, board or other outside partners.
  • Experience managing audits from independent CPAs and/or government agencies or experience as an auditor.
  • Ability and desire to translate complex financial concepts to individuals at all levels including non-finance managers.
  • Demonstrated respect for diversity and commitment to developing multicultural competency sensitivity.

PREFERRED QUALIFICATIONS:

  • CPA license (active or inactive).
  • MBA in Finance.
  • Experience overseeing procurement functions.
  • Low Income Housing Tax Credit (LIHTC) or real estate construction accounting experience.
  • Experience in nonprofit management and fund accounting, including overseeing federal contract compliance.
  • Experience overseeing agency property and liability insurance.
  • Knowledge of Uniform Guidance requirements.
  • Experience with Abila MIP Accounting software.
